Rib panels are knitted into the cuffs, hem and neck, so it reads as a sweatshirt over a long-sleeve when it is only ever one layer.
The shoulder drops past the joint and the hem splits at the side, which is the difference between oversized and shapeless.

This shirt runs very small. I'm a normal size small so I got a medium and this fits more like a small. This shirt is made to be big, but the size medium forces me to have to roll it up under on my hips because it's too tight so it fits like a normal sweater instead of how it's supposed to fit. I recommend sizing up two sizes in order to get the effect you're looking for.
